On July 1, the goverment anounced that homeowners who are underwater up to 125% can refinance under the President Obama administration's Home Affordable Refinance Program (HARP). You have to be current on your payments and the loan must be owned by Fannie Maie or Freddie Mac. Go to www.makinghomeaffordable.gov for more information.
